The Full Council reviews the Action Log in detail every quarter. The next time will be in April 2024. At other times, the review will be by exception.

We welcome members of the public at our meetings. A total of 15 minutes has been set aside for this. The maximum length for an individual contribution is at the discretion of the Chairman and may depend on the number of people who wish to speak.

9 Environment and sustainability
(a) Wallingford Neighbourhood Plan and Draft Local Plan
To consider and approve the Neighbourhood Plan Working Group’s comments on the draft Joint Local Plan (SUPPORTING PAPER/RESOLUTION REQUIRED)
(b) Biodiversity
To receive a brief initial introduction on this topic from Councillor Mike Acreman and to determine whether a Working Group should be formed to develop the Council’s policy (SUPPORTING PAPER/RESOLUTION MAY BE REQUIRED)
(c) Winterbrook Meadows, allotments and play areas
To determine a request for the Council to adopt formally the allotments and play areas that are being created as part of the major Winterbrook Meadows housing development (RESOLUTION REQUIRED)
(d) Flood level markers
To determine whether the Town Council should apply for Scheduled Monument Consent to affix a WTC-branded flood level marker to Wallingford Bridge for 2024 and whether to include the other flood level marks on the same new plaque (SUPPORTING PAPER/RESOLUTION REQUIRED)
(e) Rest Garden, commemorative art Installation
To consider and approve an artist’s brief for an art installation on the Rest Garden to commemorate the accession of King Charles III. This was developed by the Public Arts Working Group and has been approved by the Parks, Gardens, Allotments and Open Spaces Committee (SUPPORTING PAPER/RESOLUTION REQUIRED)
10 Getting around
(a) Community transport scheme
To receive an update from Councillor Mark Hoskins on the development of the scheme and to provide an opportunity for other Members to input. The awarding of a grant to Wallingford has recently been included in a District Council media release.
11 Facilities
(a) Wallingford Accessible Boat Club
To approve the agreement with the Club (SUPPORTING PAPER/RESOLUTION REQUIRED)
12 Arts, culture and heritage
(a) Security of the Castle ruins
To approve temporary fencing-off of the Castle ruins in the light of recent anti-social behaviour, whilst a more permanent solution is found. This is a recommendation of the Parks, Gardens, Allotments and Open Spaces Committee. The recent behaviour threatens to cause damage to the infrastructure which has only recently been conserved with the support of significant third party funding. Incidents of heritage crime are now being recorded on the Heritage Watch app by the Parks and Estates Team (RESOLUTION REQUIRED)
(b) Alliance for the Reduction of Heritage Crime
To approve the Council joining the Alliance for the Reduction of Heritage Crime (ARCH) (RESOLUTION REQUIRED)
(c) Heritage internship, University of Oxford
To receive an update from Councillor Keats-Rohan on a proposed heritage internship with the University of Oxford following the creation of a similar opportunity at another local council
(d) Castle Gardens – conservation of brickwork
To consider quotations and award the work to a particular supplier. This work is not within the budget and therefore would have to come from reserves (SUPPORTING PAPERS TO FOLLOW/RESOLUTION REQUIRED)
(e) Events – permissions
To consider two separate requests for Town Council support and permission for the annual fireworks event and a proposed half-marathon (SUPPORTING PAPER/RESOLUTION REQUIRED)

(a) New ‘Visit Wallingford’ website
To receive an update on the development of a new ‘Visit Wallingford’ website for which the Council has received third party funding

(a) Annual Town Meeting 2024
To NOTE the arrangements for the forthcoming Annual Town Meeting to be held on the evening of Thursday, 7 March 2024. The Full Council previously approved the proposal in November 2023 (Minute 420/23) (SUPPORTING PAPER)
